The Department of Trade and Industry (DTI) submitted its proposed Rationalization Plan (RatPlan) to the Department of Budget and Management (DBM) pursuant to Executive Order 366 dated October 04, 2004. The DTI RatPlan was approved on October 13, 2013 which marked the creation of the Fair Trade Enforcement Bureau (FTEB).
2014
The FTEB officially started its operation by virtue of DTI Memorandum Order No. 14009, series of 2014. Accordingly, the DBM released the Notice of Organization Staffing and Compensation Act or NOSCA, which authorized the FTEB to hire personnel or fill up plantilla positions.
2016
The FTEB commenced its regional monitoring and enforcement operations to ensure compliance of establishments with prescribed standards adopted as technical regulations by the DTI, which was strengthened by the creation of “PROJECT ET”. In that same year, e-Presyo was implemented on basic necessities and prime commodities (BNPCs) price and supply monitoring. e-Presyo is the Online Price Monitoring System (OPMS) of the DTI where consumers can check the prevailing prices of basic necessities and prime commodities that are being monitored by the DTI. It serves as a price guide for consumers in doing their grocery shopping which in turn ensures “value for money
2020
A Prosecution Unit was formed to clearly delineate the prosecution function and enforcement function and to have a system of checks and balances within the Bureau.
In line with the government’s initiative on Ease of Doing Business and Government Service Act of 2018 which aims to streamline frontline procedures and reduce the processing time on securing government permits and licenses, the DTI-Integrated Registration Information System (IREGIS) was launched to initially cover Sales Promotion Permit and Certificate of Authority to Import processing.The timing was perfect because of the COVID-19 pandemic where face-to-face transactions were restricted.
2021
The IREGIS was formally launched for the Sea Freight Forwarders Accreditation processing, which was a welcome development not only for stakeholders concerned but also for the FTEB personnel as their health and safety was given paramount consideration. Further, to curb the spread of coronavirus in the country and to help in the reopening of the economy, the DTI implemented the Safety Seal Certification Program and Minimum Public Health Standards monitoring as COVID-19 Initiatives pursuant to DOLE-DOH-DILG-DOT-DTI Joint Memorandum Circular No. 21-01 Series of 2021. with Operational Augmentation through 6-K Project (Kaagapay sa Kalidad, Kaligtasan at Kaayusan para sa Konsyumer at Kalakalan).
2022
The IREGIS was launched for the processing of Service and Repair Enterprises Accreditation together with FTEB’s website to better connect with its clients and stakeholders and to provide the public with one-stop information about the Bureau and its digital services anytime.
2023
With its digital shift gaining momentum in recent years, FTEB made the online processing of accreditation through Integrated Registration Information System (IRegIS) open and available for Private Emission Testing Center (PETC) or those private facilities engaged in the determination of the opacity level and/or content analysis of the gaseous emission of motor vehicles.
